I think this is called a metoidioplasty and it's for FTMs, though those surgeries are also allowed on this subreddit. The clitoris will grow due to the testosteron injections and the surgery involves cutting up the labia minora (iirc) and wrapping that piece of skin around the clitoris to create a neo-penis. It's cheaper than the other surgery for FTMs (phalloplasty)
